It's the holiday season once again. Also called "The Most Wonderful Time of The Year", it's also the time to make extra efforts to ensure the safety and security of ourselves and our homes.

Remember to be vigilant when shopping. Look for suspicious individuals when going to or from the stores. Put your purchases and other valuables
in the trunk of your car. Make sure your home is secure against break-ins or invasion.

This is also a wonderful time of year for scam artists of all types.
Beware of people who claim they are collecting for reputable charities.
Also, online scammers really ramp up their efforts during the holidays.
When ordering online check the URL in the address bar on the web page for https:// rather than just http://. The "s" means you are on a secure webpage.

Halloween Fun In Stonebridge Crossing

You don't have to go trick or treating in Norfolk
to enjoy Halloween. There are many other events being held this
weekend for good,safe fun for the young and more experienced.

For those who chose to go trick or treating with your young ones,
please observe the city's guidelines and ordinance regarding this activity.

Halloween Safety Tips For Trick Or Treaters

Carry a flashlight.
Walk, don't run.
Stay on Sidewalks.
Obey traffic signals.
Stay in familiar neighborhoods.
Don't cut across yards or driveways.
Wear a watch you can read in the dark.
Make sure costumes don't drag on the ground.
Shoes should fit (even if they don't go with your costume).
Avoid wearing masks while walking from house to house.
Carry only flexible knives, swords or other props.
(If no sidewalk) walk on the left side of the road facing traffic.
Wear clothing with reflective markings or tape.
Approach only houses that are lit.
Stay away from and don't pet animals you don't know.

Halloween Safety Tips For Parents

Have your child eat dinner before setting out.
Children should carry quarters so they can call home.
Young children of any age should be accompanied by an adult.
To trick or treat in Norfolk, children must be 12 years of age or younger and must be off the streets by 8 p.m.
If you buy a costume, look for one made of flame-retardant material.
You should know where they're going.
Although tampering is rare, tell children to bring the candy home to be inspected before consuming anything.
Look at the wrapping carefully and toss out anything that looks suspect.
Thoroughly examine fresh produce.

Halloween Safety Tips For Homeowners

Make sure your yard is clear of such things as ladders, hoses, dog leashes and flower pots that can trip the young ones.

Pets get frightened on Halloween. Put them out of sight of trick or treaters to protect them from cars or inadvertently biting a trick-or-treater.

Battery powered jack o'lantern candles are preferable to a real flame.
If you do use candles, place the pumpkin well away from where trick-or-treaters will be walking or standing.

Make sure paper or cloth yard decorations won't be blown into a flaming candle.

Healthy food alternatives for trick-or-treaters include packages of low-fat crackers with cheese or peanut butter filling, single-serve boxes of cereal, packaged fruit rolls, mini boxes of raisins and single-serve packets of low-fat popcorn that can be microwaved later.

Non-food treats: plastic rings, pencils, stickers, erasers, coins.

Hurricane Irene Threatens Stonebridge Crossing and Surrounding Area

The first hurricane to threaten our community in eight years
will probably make landfall this weekend. Hurricane Irene is,
at this writing,currently tracking toward the Bahamas and the
U.S. Southeast coast. Go to: Live Global Hurricane Tracker to view current position of Irene.

This is the time to prepare for this event. Get batteries, bottled water,
canned food and a mechanical can opener, and other suplies now. Waiting until Friday will be too late as stores will be swamped with people and needed items will be sold out. Remember the saying, "It's better to have it and not need it, than to need it and not have it".

Assessing Your Property Taxes

Since housing prices have dropped in so many markets, it may be worthwhile to check if your property assessment is in line with current valuations in your area—and perhaps initiate an appeal. Here’s what you need to know.

When to consider an appeal

According to Tim Miscovich, who reviews tax assessments for various properties as a managing partner of Hospitality Asset Advisors in Clarkston, Michigan, certain situations may warrant an appeal:

•If there is at least a 20 percent difference between your property’s assessment and your estimation of its value.
•If your assessor has based the figure on incorrect information about your property.
•If your assessment is not in line with the per-square-foot assessments of your neighbors’ homes.

Where to start

Visit your local assessor’s office and take a copy of your real estate tax bill or assessment. Review a copy of your property record card or assessor’s data sheet, which tells you how the assessor calculated the property’s value.

How to check if your assessment is fair

“First verify the accuracy of the assessor’s information,” says Miscovich. “In many cases, factual errors produce an incorrect assessment.”

Be sure that your home’s square footage is accurate, but also double-check other information—from the number of rooms and the type of construction to whether the basement is indeed finished.

Ask your assessor to provide information on comparable home sales in the neighborhood. Be sure to get square footage for each property.

“Find 10 or 15 good sales in your area over the last three years,” Miscovich says. “Lay it out on a grid and calculate the average price per square foot.”

Dos and don’ts

According to Miscovich, if you have concerns about your assessment, you should…

•Start looking into the problem early—well in advance of tax appeal deadlines—and leave time for appeals.
•Band together. Some assessors will provide an assessment overview to groups of concerned taxpayers.
•Be consistent. Review your home’s assessed value on an annual basis.

But you shouldn’t…

•Use a distressed sale to determine a value for your own property.
•Rush to hire help. Hire a tax abatement specialist only after an assessor rebuffs your request for an appeal.
•Be antagonistic or confrontational. It rarely works.

Hurricane Preparedness Info

This is the season for strong thunder storms and hurricanes.
The Tidewater area is the second lowest coastal area in the
United States after New Orleans,Lousiana, therefore our area
is prone to flooding as a result of heavy rains and storm surge.

The Stonebridge Crossing community is about one mile from
the Elizabeth River which is behind Grandy Park, and about
two miles from Broad Creek which flows under the bridge on
Va Beach Blvd. just pass the Norfolk Fire Dept and the
Armory.There are also numerous creeks and streams in the
area, one of which feeds into the storm water retention
pond in the front of our community.

This makes our area prone to flooding from a category two
or higher hurricaine. Flooding may not require evacuating
your home. Sheltering in place, or staying at home, may be
a better option. But what ever you do, be prepared for the
course you take.

Before a storm occurs(now), you should make a disaster
preparedness kit consisting of bottled water, canned foods,
medicines,batteries,flashlights,and a first aid kit.Please
avoid the use of candles.It isimportant to have these items
on hand now because the store shelves will empty very quickly
if a storm is impending. You may even consider buying plywood
cut to your windows' specs and storing it in your shed,garage,
or attic.

Check your homeowner's insurance policy for adequate coverage,
and consult with your agent about purchasing federal flood
insurance coverage. Most homeowner's insurance does NOT cover
flood damage. Make a plan for family members who have a
disability, or special needs. Plan for the care of your pets,
they will not be allowed in a public shelter. Put all of your
important papers in a water-proof container.Put loose outdoor
items in the garage or secure them.

If a storm is imminent, fill containers with extra drinking
water. Fill your bathtubs with water for sanitary purposes
such as hand washing.Use a silicone sealant on the drain to
prevent the water from seeping out. It can easily be removed.
Fill the gas tanks of your vehicles. A power outtage may affect
the availability of fuel.

Turn your refrigerator and freezer to the coldest setting and
place plastic bottles and bags of water in available space.
This will keep foods cold longer if there is an extended power
outtage. Also,you will have an extra source of drinking water.
Know the location of your utility cut-offs for water,gas,and
electricity. Decide which interior room will be usedas a "safe"
room which will offer protection from breaking glass and wind
driven objects.

6:30 p.m. and will be held at Second Calvary Baptist Church.

The agenda for the evening will include:

*Neighborhood incidental and criminal activity will be reported.

*City Councilmen Paul Riddick and Anthony Burfoot will be present.
(Discussion of the building of a Seven-Eleven store at the corner

Loose Dogs, Tornado Signs, New meeting Date

Hello Fellow Residents.

Spring is upon us once again and we will be planting flowers and sprucing
up our properties. Many residents, and non-residents as well, enjoy viewing
the fruits of our labors while taking a leisurely stroll, or a cardio-enhancing
jog through our neighborhood.

In order to prevent any unpleasant incidents to pedestrians, please abide by Norfolk's leash law and do not allow your dogs to roam free. They must be kept
in your home, or fenced area of your property, or held by a leash when you walk them. Remember, this is a city ordinance.

Spring and summer also spawn strong storms and tornadoes. Know the basic signs
a tornado is forming or approaching. These are:

1. Strong,persistent rotation in the base of a cloud.

2. Whirling dust or debris on the ground under a cloud base - tornadoes don't
always have a visible funnel.

3. Hail or heavy rain followed by a dead calm, or a fast, intense wind shift.
Many tornadoes, especially in Virginia, are wrapped in heavy precipitation
and can't be seen.

4. Loud, continuous roar or rumble, which doesn't fade in a few seconds like
thunder does.

5. At night, look for small, bright blue-green to white flashes at ground
level ( as opposed to silvery lightning up in the clouds ). These lights
are power lines being snapped by very strong wind, maybe a tornado.

6. Persistent lowering of the cloud base.

Being alert for these signs may give you a few extra seconds to seek shelter.

Lastly, our civic league meeting date has been changed from the third Monday
of the month TO THE SECOND MONDAY of the Month. Please note this on your calendar.
Nominations for civic league treasurer will be held in May.

Be alert for a white female and, or a black male who knocks on your door asking for help. Apparently this is a ruse to gain entry to your home. Call the police if they become rude or aggressive. This alert is from John James, SBC Civic League President.

The Latest Visa / MasterCard FRAUD

Just a heads up for everyone regarding the latest in Visa fraud.
Royal Bank received this communication about the newest scam. This is
happening in southern Alberta right now and moving to the US.

This one is pretty slick since they provide YOU with all the
information, except the one piece they want...

Note, the callers do not ask for your card number; they already have
it.

This information is worth reading By understanding how the VISA &
MasterCard telephone Credit Card Scam works, you'll be better prepared to
protect yourself. One of our employees was called on Wednesday from 'VISA',
and I was called on Thursday from 'MasterCard'.

The scam works like this:

Person calling says - 'This is (name), and I'm calling from the
Security and Fraud Department at VISA. My Badge number is 12460, Your card
has been flagged for an unusual purchase pattern, and I'm calling to verify.
This would be on your VISA card which was issued by (name of bank). Did you
purchase an Anti-Telemarketing Device for $497.99 from a marketing company
based in Arizona ?'

When you say 'No', the caller continues
with, 'Then we will be issuing a credit to your account. This is a company
we have been watching and the charges range from $297 to $497, just under
the $500 purchase pattern that flags most cards. Before your next statement,
the credit will be sent to (gives you your address), is that correct?' You
say 'yes'.

The caller continues - 'I will be starting a
Fraud Investigation. If you have any questions, you should call the 1- 800
number listed on the back of your card (1-800-VISA) and ask for Security.
You will need to refer to this Control Number. The caller then gives you a 6
digit number. 'Do you need me to read it again?'

Here's the IMPORTANT part on how the scam
works - The caller then says, 'I need to verify you are in possession of
your card'. He'll ask you to 'turn your card over and look for some
numbers'. There are 7 numbers; the first 4 are part of your card number, the
last 3 are the Security Numbers that verify you are the possessor of the
card. These are the numbers you sometimes use to make Internet purchases to
prove you have the card. The caller will ask you to read the last 3 numbers
to him. After you tell the caller the 3 numbers, he'll say, 'That is
correct, I just needed to verify that the card has not been lost or stolen,
and that you still have your card Do you have any other questions?'

After you say no, the caller then thanks you
and states, 'Don't hesitate to call back if you do', and hangs up. You
actually say very little, and they never ask for or tell you the card
number. But after we were called on Wednesday, we called back. Within 20
minutes to ask a question. Are we were glad we did! The REAL VISA Security
Department told us it was a scam and in the last 15 minutes a new purchase
of $497.99 was charged to our card. We made a real fraud report and closed
the VISA account. VISA is reissuing us a new number.. What the scammers
want is the 3-digit PIN number on the back of the card. Don't give it to
them. Instead, tell them you'll call VISA or Master Card directly for
verification of their conversation..

The real VISA told us that they will never
ask for anything on the card as they already know the information since they
issued the card! If you give the scammers your 3 Digit PIN Number, you think
you're receiving a credit; however, by the time you get your statement
you'll see charges for purchases you didn't make, and by then it's almost
too late and/or more difficult to actually file a fraud report.

What makes this more remarkable is that on
Thursday, I got a call from a 'Jason Richardson of MasterCard' with a
word-for-word repeat of the VISA Scam. This time I didn't let him finish. I
hung up! We filed a police report, as instructed by VISA. The police said
they are taking several of these reports daily! They also urged us to tell
everybody we know that this scam is happening. I dealt with a similar
situation this morning, with the caller telling me that $3,097 had been
charged to my account for plane tickets to Spain , and so on through the
above routine..
(They get you all upset and worried about
the charges you did not make) Then while you are preoccupied, they start
their spiel and get you off guard so they can ask one final question..Your
Security Code....
It appears that this Is a very active scam,
and evidently quite successful. Verified by Snopes:

Hello Fellow Residents,
I am sure we all share deepest heartfelt sympathy for the victims of
the horrible events in Japan. Times of tradjedy such as this inspires
people to want to help in some way. It also brings out the scammers
looking to make a buck.

Be wary of people seeking donations for any cause. Don't give to strangers
who contact you by e-mail or on the phone. If you've never heard of a charity,
check to see if it is listed on Charity Navigator, which evaluates the financial health and efficiency of more than 5,500 organizations.

In the aftermath of Hurricane Katrina, the FBI reported that 4,000 scamming
charity sites were created to take advantage of generous donors. If you have received a suspicious e-mail, or have been contacted by someone claiming
to be a victim of a disaster and you are skeptical, the FBI suggests that you contact the Internet Crime Complaint Center at http://www.ic3.gov.

Also, you should be especially cautious of appeals seeking personal information
such as PIN and account numbers, and contribute only to well-established organizations such as the American Red Cross.

A charitable organization can be checked out through online resources, such
as GuideStar and the Better Business Bureau's Wise Giving Alliance.

Another holiday season is upon us. Stop and reflect upon all
you have to be thankful for. Your health, and the love of family
and friends. Visit with the elderly and infirm and offer to take
them shopping,to a medical appointment, or have them over to your
home to share in the festivities. It would be greatly appreciated.

Here are a few tips to help keep you safe while out and about.

DRIVE CAREFULLY! DRIVE PATIENTLY!
BE ALERT FOR THOSE WHO DON'T

* Even though you are rushing and thinking about a thousand things,
stay alert to your surroundings and the people around you. Try to
shop with a companion. If possible,park your car in an area of high
pedestrian activity. Avoid remote areas.

* Lock your car and close the windows, even if you are only gone for
a few minutes.

* If waiting for a ride from a friend or public transportation, do so in
busy, well-lit places.

* Teach your children to go to the store clerk and ask for help if you
become separated while shopping. They should never go to the parking lot
or the car alone.

* Avoid carrying large amounts of cash. Pay for purchases with a check or
credit card when possible; and if the credit card receipt has carbons,
ask for these too. Notify issuers immediately if your credit card is lost,
stolen, or misused.

* Be extra careful with purees and wallets. They may become targets for
crime in crowded shopping areas, at bus stops, and on public transportation.

* Avoid overloading yourself with packages. It is important to have clear
visibility and freedom of motion to avoid mishaps.

* At home, be extra cautious about locking doors and windows when you leave the house, even for a few minutes. Leave lights and a radio or television on so the house looks occupied. Do not put large displays of holiday gifts in view of your windows or doors.

* If you go away for the holidays, try to keep your home appearing "lived in":
Get an automatic timer for your lights. Have a neighbor watch your home and
pick-up your newspapers and mail.

* If you use electrical ornaments on your tree, make sure that they are in good working order.

These are just a few tips to help keep you safe. There are many other things you
can do to avoid becoming a victim of crime.

The nomination of officers of the Stonebridge Crossing Civic League will be held during the meeting on September 20th. The election of officers will be on October 18th. All dues should be paid up by that time in order to participate. Meetings are held every third Monday of the month at 6:30 P.M. at Second Calvary Baptist Church 2940 Corprew Ave., Norfolk,Virginia.

It was well attended and there were hotdogs, burgers and soft drinks and games for the kids. Residents had a chance to meet their neighbors and discuss issues affecting our community.

VDOT Alert, Virginia Drought Watch, Norfolk Water Supply, School Immunizations

The Virginia Department of Transportation (VDOT) has begun
work on the I-264 overpass at Ballentine Blvd. The work includes
cleaning,sandblasting, and painting, and will require alternating
lane closures through September, 2010.

Overnight lane closures on Ballentine Blvd. will occur both north and
south bound seven days a week from 7:00pm-6:00am.
Motorists should expect delays and plan alternate routes.

Motorists can get more information by visiting http://www.va511.org,
tuning to Highway Advisory Radio (HAR) at 610AM, or calling the Traffic
Information Line at: 757-361-3016.

Virginia has issued a statewide drought watch due to lack
of rain and above average temperatures. A drought watch
is intended to increase awareness of climatic conditions that
are likely to precede a significant drought event and to
facilitate preparation for a drought.

Approximately 86% of the Commonwealth is experiencing
abnormally dry to moderate drought conditions. Most of
Virginia has experienced below normal precipitation in the
last 60 days and some areas have received less than 50%
of the average precipitation. Short term weather forecasts
do not indicate significant rain events that will erase these
deficits.
Virginia residents are asked to minimize non-essential water
use,and detect and repair all plumbing leaks.

The City of Norfolk Department of Utilities reports that the
City's reservoirs are at 87% of capacity at the present time.
This is slightly less than the 88.5% average for this time of year.
Still, the City urges all residents to use water wisely.

Norfolk Department of Public Health is offering free "Back to School"
immunization clinics during July and August at these locations:

Norfolk requires all students entering the 6th grade in September
to have their TDAP(Tetanus, Diptheria, and Pertusis{whooping cough})
booster shot. Children entering kindergarten are required to have
their Varicella (Chicken Pox) vaccination.

Parents are encouraged to get their child's physicals now. Make
your appointment with your private physician, HMO, military health
care provider, or health care clinic.

Act now and avoid the rush. For more information, parents can call
the Norfolk Department of Public Health at: 757-531-2135.

Stay cool during the heat wave. Drink plenty of water and don't
over exert your self. Check on the elderly to make sure they are
staying cool.

Happy heatwave everyone. I hope you're all coping well.
I have a lot to share this time out. So here goes.

Congrats to Norfolk City Councilman Paul Riddick
on being selected as the new HRT chairman.
He will serve for one year.

HRT will begin test runs of the light rail trains soon.
The tests will run from Ballentine Blvd. to Newtown Rd.
Expect to see a train at any time on any track, and
traveling in any direction.

During the testing, each time a train approaches an
intersection, the train operator will sound a warning and
flaggers will direct trains through the intersection.

There have not been commuter trains on Norfolk streets
since the 1940's, so we must be very alert when the trains
start running. In the coming months HRT will be conducting
safety and security drills in conjunction with the fire, police,
and emergency responders.

Needless to say, it has been HOT HOT HOT!
Norfolk has a Cooling Assistance program available to
assist eligible households containing at least one person
age 60 or older, under age 6, or disabled with the costs of
cooling their homes.

Assistance can be in the form of purchase or replacement
and installation of air conditioners, the purchase of a fan,
the repair of central air units or heat pumps, payment of
electric utility security deposits, or payment of an electric bill
for operating cooling equipment.

Next, On July 1, 2010 the Virginia General Assembly will
DROP A BOMB on us in the form of NEW VIRGINIA SPEEDING FINES.
This is important information for everyone. Please pass along.

Driving as little as 15 MPH over the limit on an interstate highway now brings six license demerit points, a fine of up to $2500, up to one year
in jail, and a new mandatory $1050 tax. The law also imposes an additional annual fee of up to $100 if a prior conviction leaves the motorist with a balance of eight demerit points, plus $75 for each additional point (up to $700 a year). The conviction in this example remains on the record for five years.

Other six-point convictions include "failing to give a proper signal,
"passing a school bus" or "driving with an obstructed view." The same
$1050 assessment applies, but the conviction remains on the record for eleven years.

The law forbids judges from reducing or suspending it in any way. The tax applies only to Virginia residents, so that out-of-state motorists only need to pay the regular ticket amount.

It is good to see a crack down on speeding, but I am left
scratching my head and wondering, why weren't drunk drivers,
and talking and texting on cellphones included in this bill?

Lastly, HAS A CURE FOR CANCER been found?

In a report dated 21 Apr 2010, Scottish scientists have made cancer tumours
vanish within 10 days by sending DNA to seek and destroy the cells.

The system, developed at Strathclyde and Glasgow universities, is being hailed as a breakthrough because it appears to eradicate tumours without causing harmful side-effects. A leading medical journal has described the results so far as remarkable, while Cancer Research UK said they were encouraging.

Dr Christine Dufes, a lecturer at the Strathclyde Institute of Pharmacy and Biomedical Sciences and leader of the research, said: “The tumours were completely gone within 10 days. It is fantastic. When you talk about 10 days that is the time frame for curing a cold. Imagine if within 10 days you could completely make a tumour disappear. Read more

This sounds quite promising, but don't get your hopes up. Remember, the big
drug companies and politicians have to get their cut of the profits.
So, after all is said and done, if this is a cure, it will be years before
this reaches the market, and when it does it will be cost prohibitive for
those who need it. And those who need it now will be long gone.

The City of Norfolk has two(2)online surveys for it's citizens.
First is the Waterside Marketplace revitalization input. Your input will help determine it's redesign and refocus. The survey consists of only 19 questions.

Second is the Colonel Samuel L. Slover Main Library Survey. This survey will help the city plan for Norfolk's new main library. Your input on the collections of materials, services, and building options will be asked.

Another item of interest is The FY2011 Budget Public Hearing which
will be held Wednesday May 5th, 2010 at Granby High School,
7101 Granby St. at 6:00 pm.

On January 2nd 2010, Norfolk opened the region's first municipal
operated Household Hazardous Waste(HHW) and e-Waste Facility.
This facility is located adjacent to the Waste Management offices
at 1176 Pineridge Rd. in Industrial Park. Open Mon-Sat, 10am-2pm.
Below is a list of those items that can be disposed of.

Speaking of SPSA, effective March 31st,2010 the City of Norfolk
will no longer contract SPSA for recycling collection. The City
is currently seeking bids for this service.

A Moment In Black History - "BLACK WALL STREET"

The Date Was June 1, 1921, "BLACK WALLSTREET",
the name fittingly given to one of the most affluent All-
BLACK Communities in America, was bombed from the air
and Burned to the ground by mobs of envious Whites.

In a period spanning fewer than 12 hours, a once thriving
Black Business District in northern Tulsa lay smoldering --
a model Community destroyed and a major Black-American economic
movement resoundingly defused.

The Night's Carnage left some 3,000 Black Americans
Dead and over 600 Successful Businesses Lost. Among
these were 21 Churches, 21 Restaurants, 30 Grocery
Stores and 2 Movie Theaters, plus A Hospital, A Bank, a
Post Office, Libraries, Schools, Law Offices, a half dozen
Private Airplanes and even A Bus System.

As could have been expected, the impetus behind it all
was the infamous Ku Klux Klan, working in consort with
Ranking City Officials and many other Sympathizers.

The best description of BLACK WALLSTREET, or Little
Africa as it was also known, would be to compare it to a
mini - Beverly Hills.

It was the golden door of the BLACK Community during
the early 1900s, and it proved that Black Americans
could create a successful infrastructure.
That's What BLACK WALLSTREET, Was All About.

The Dollar circulated 36 to 100 Times, sometimes taking
a year for currency to leave the Community.
Now a Dollar leaves the BLACK Community in 15-minutes.

As Far As Resources, there were Ph.D.'s residing in
Little Africa, BLACK Attorneys and Doctors. One Doctor
was Dr. Berry who owned the Bus System. His average
income was $500 a Day, a hefty pocket change in 1910.

It was a time when the entire State of Oklahoma had only
2 Airports, yet 6 BLACKS, Owned their own Planes. It
was a very Fascinating Community. The mainstay of the
Community was to educate every child. Nepotism was the
one word they believed in. And that's what we need to get
back to.

The main thoroughfare was Greenwood Avenue,
and it was intersected by Archer and Pine Streets.
From the First Letters in each of those Three Names you
get G.A.P. and that's where the renowned R and B Music
Group The GAP Band got its name. They're From Tulsa.

BLACK WALLSTREETwas a prime example of the typical
BLACK Community in America that did businesses, but it
was in an unusual location.

You See, At The Time, Oklahoma was set aside to be a
BLACK and Indian State. There were over 28 BLACK Townships there.

One third of the People who traveled in the terrifying "Trail of Tears"
along side the Indians between 1830 and 1842 were BLACK People.

The Citizens of this proposed Indian and BLACK State
Chose A BLACK Governor, a Treasurer from Kansas
named McDade. But the Ku Klux Klan said that if he
assumed Office that they would Kill Him within 48 hours.

A lot of BLACKS owned Farmland, and many of them had
gone into the Oil Business. The Community was so tight
and wealthy because they traded Dollars hand-to-hand,
and because they were dependent upon one another as a
result of the Jim Crow Laws.

It was not unusual that if a Resident's Home accidentally
Burned down, it could be rebuilt within a few weeks by
Neighbors. This was the type of scenario that was going
on Day-to-Day on BLACK WALLSTREET.

When BLACKs intermarried into the Indian Culture, some
of them received their promised '40 Acres and A Mule' and
with that came whatever oil was later found on the properties.

On BLACK WALLSTREET, a lot of global business was conducted,
The community flourished from the early 1900s until June 1, 1921.
That's when the largest massacre of non-military Americans in the
history of this country took place, and it was lead by The KU KLUX KLAN.

Imagine walking out of your front door and seeing 1,500
homes being burned. It must have been amazing.

Survivors we interviewed think that the whole thing was
planned because during the time that all of this was going
on; White Families with their children stood around the
borders of their community and watched The Massacre,the looting
and everything -- much in the same manner they would watch a lynching.

The riots weren't caused by anything Black or White.
It was caused by jealousy. A lot of White Folks had come back
from World War I and were poor.

When they looked over into The BLACK Communities
and realized that BLACK Men who fought in The war
had come home heroes, that helped trigger the destruction.

It cost the BLACK Community everything, and not a single
dime of restitution--no insurance claims--has been
awarded the victims to this day. Nonetheless, they rebuilt.

We estimate 1,5 00 to 3,000 People were Killed and we
know that a lot of them were Buried in Mass Graves all
around the City. Some were thrown into the river.

As a matter of fact, at 21st Street and Yale Avenue, where
there now stands a Sears parking Lot, that corner used
to be a Coal Mine. They threw a lot of the Bodies into the
shafts.

Unmarked Graves

TULSA, Oklahoma (CNN)

Beulah Smith and Kenny Booker, two elderly Oklahomans,
lived through one of the worst race riots in U.S. History,
a rarely mentioned 1921 Tulsa Blood Bath that officially
took thousands of Black-American lives.

The Tulsa Race Riot Commission, formed two years
ago to determine exactly what happened, will consider
next week the Controversial Issue of what, if any,
reparations should be paid to the known survivors
of the Riot, a Group of less than 100 that includes
Beulah Smith, now 92, and Kenny Booker, 86.

'The Gun Went Off, The Riot Was On'

On the night of May 31,1921, mobs called for the lynching
of Dick Rowland, a Black Man who shined shoes, after hearing
reports that on the previous day he had assaulted Sarah Page,
A white woman, in the elevator she operated in a downtown building.

A Local Newspaper, had printed a fabricated Story that Rowland
tried to rape Page. In an editorial,the same newspaper said a
hanging was planned for that night.

As Groups of both Blacks and Whites converged on the Tulsa Courthouse,
a White Man in the crowd confronted an armed Black Man, A War Veteran,
who had joined with other Blacks to protect Rowland.

A fabricated newspaper story triggered The violent
riots that left hundreds, if not thousands, dead.

Comm. Member Eddie Faye Gates told CNN what happened
next. "This White Man," she said, Asked The Black Man,
"What Are You Doing With This Gun?"

"I'm going to use it if I have to," the Black Man said, according to Gates,
"and(the White Man) said, 'No, you're not. Give it to me,' and he
tried to take it. The gun went off, the White Man was dead, The riot was on."

Truckloads of Whites Set Fires and Shot Blacks on sight.

When the smoke lifted the Next Day, more than 1,400
Homes and Businesses in Tulsa 's Greenwood District, a
prosperous area known as the "Black Wall Street," lay
in ruins.

Today, only a single block of the Original Buildings
remains standing in the area. Experts now estimate
that at least 3,000, Died.

'We're in a heck of a lot of trouble'

Beulah Smith was 14 yrs. old the Night of the Riot.
A neighbor named Frenchie came pounding on her family's
door in a Tulsa neighborhood known as "Little Africa" that
also went up in flames.

"Get your families out of here because they're, Killing
Niggers uptown," she remembers Frenchie saying. "

We hid in the weeds in the hog pen," Smith told CNN.
People in a Mob that came to Kenny Booker's house
asked, "Nigger, Do You Have A Gun?" he told CNN.

Booker, then a teen-ager, hid with his family in their attic
until the home was torched. "When we got downstairs,
things were burning. My sister asked me, 'Kenny, is the
world on fire?' I said, 'I don't know, but we're in a heck
of a lot of trouble, baby."

Another riot survivor, Ruth Avery, who was 7 at the time,
gives an account matched by others who told of bombs dropped
from small airplanes passing overhead.

The Explosive Devices may have been Dynamite or Molotov Cocktails --
gasoline-filled bottles set afire and thrown as grenades.

"They'd throw it down and when it'd hit, it would burst into
flames," Avery said.

Only A single block remains of the 1,400 Homes and
Businesses that made up the area known as the 'Black
Wall Street'.

Unmarked Graves

Many of the survivors "mentioned bodies were stacked like cord wood,
says Richard Warner of the Tulsa Historical Society.

In its search for the facts,The Commission has literally
been trying to dig up the truth. Two Headstones at Tulsa's
Oaklawn Cemetery indicate that riot victims are buried there.

In an effort to determine how many, archeological experts
in May used ground-piercing radar and other equipment
to test the soil in a search for Unmarked Graves.

The test picked up indications that hundreds, of people
have been buried in an area just outside the cemetery.

The next time you are washing your hands and complain because the
water temperature isn't just how you like it, think about how things used
to be. Here are some facts about the 1500s:

Where did the term "Piss Poor" come from???

They used to use urine to tan animal skins, so families used to all pee
in a pot & then once a day it was taken & sold to the tannery. If
you had to do this to survive you were "Piss Poor"
But worse than that were the really poor folk who couldn't even afford
to buy a pot......they "didn't have a pot to piss in" & were the lowest
of the low....

Most people got married in June because they took their yearly bath in
May, and they still smelled pretty good by June.. However, since they
were starting to smell .. .. . brides carried a bouquet of flowers to
hide the body odor. Hence the custom today of carrying a bouquet when
getting married.

Baths consisted of a big tub filled with hot water. The man of the
house had the privilege of the nice clean water, then all the other sons
and men, then the women and finally the children. Last of all the
babies. By then the water was so dirty you could actually lose someone
in it. Hence the saying, "Don't throw the baby out with the bath water!"

Houses had thatched roofs-thick straw-piled high, with no wood
underneath. It was the only place for animals to get warm, so all the
cats and other small animals (mice, bugs) lived in the roof. When it
rained it became slippery and sometimes the animals would slip and fall
off the roof.. Hence the saying "It's raining cats and dogs."

There was nothing to stop things from falling into the house. This
posed a real problem in the bedroom where bugs and other droppings
could mess up your nice clean bed. Hence, a bed with big posts and a
sheet hung over the top afforded some protection. That's how canopy
beds came into existence.

Back then the floor was dirt.Only the wealthy had something other than dirt.
Hence the saying, "Dirt poor."

The wealthy had slate floors that would get slippery in the winter when
wet, so they spread thresh (straw) on floor to help keep their footing.
As the winter wore on, they added more thresh until, when they opened the
door, it would all start spilling outside. A piece of wood was placed in the
entrance-way. Hence: a "thresh hold".

In those old days, they cooked in the kitchen with a big kettle that
always hung over the fire.. Every day they lit the fire and added things
to the pot. They ate mostly vegetables and did not get much meat. They
would eat the stew for dinner, leaving leftovers in the pot to get cold
overnight and then start over the next day. Sometimes stew had food in
it that had been there for quite a while. Hence the nursery rhyme: "Peas
porridge hot, peas porridge cold, peas porridge in the pot nine days old".

Sometimes they could obtain pork, which made them feel quite special.
When visitors came over, they would hang up their bacon to show off. It
was a sign of wealth that a man could, "bring home the bacon".They
would cut off a little to share with guests and would all sit around and
"chew the fat".

Those with money had plates made of pewter. Food with high acid content
caused some of the lead to leach onto the food, causing lead poisoning
death. This happened most often with tomatoes, so for the next 400 years
or so,tomatoes were considered poisonous.

Bread was divided according to status. Workers got the burnt bottom of
the loaf, the family got the middle, and guests got the top, or the
"upper crust".

Lead cups were used to drink ale or whisky. The combination would
sometimes knock the imbibers out for a couple of days. Someone walking
along the road would take them for dead and prepare them for burial.

They were laid out on the kitchen table for a couple of days and the family
would gather around and eat and drink and wait and see if they would
wake up. Hence the custom of "holding a wake".

England is old and small and the local folks started running out of
places to bury people. So they would dig up coffins and would take the
bones to a bone-house, and reuse the grave. When reopening these
coffins, 1 out of 25 coffins were found to have scratch marks on the
inside and they realized they had been burying people alive. So they
would tie a string on the wrist of the corpse, lead it through the
coffin and up through the ground and tie it to a bell. Someone would
have to sit out in the graveyard all night (the graveyard shift) to
listen for the bell; thus,someone could be "saved by the bell", or was
considered a "dead ringer" .

1. Have you ever had an embarrassing health problem that you preferred was not recorded on your medical history? Instead of going to visit your doctor you decided to google your symptoms and maybe even buy some medication online?

Perhaps this happened years ago and you had forgotten all about it?

Google hasn’t.

2. Google Docs allows users to create and save documents in a variety of formats, to share or save to your computer. If you create a document that you later delete because it might contain sensitive information – beware.

Google has a back up.

3. Did you ever use Gmail to write a drunken email to your ex? Something you have tried to forget?

Google remembers – that one and all the other private emails you have sent are safely stored in Google’s databases.

Maybe you don’t have a Gmail account? Well that’s OK; Google still has copies of your private messages because your friends and business partners use Gmail.

4. Google knows what you family and friends look like, where you went on your holidays and if you have skinny legs and look like a dork on the beach. If you use Picasa, Google probably even knows how many pets you have.

5. If you have a thing for watching teenagers messing around playing air guitars in their bedrooms, don’t think it is your little secret.

Google knows and records your searches and preferences and which videos you have watched on YouTube and Google Video.

6. If you have ever used Google Earth, one of the first places you would have looked at will naturally be your own home.

Now Google has a picture of where you live, not that they didn’t know anyway – if you use Google Adsense, Adwords, or Google Checkout they have all your financial details which include your address.

7. Have you or somebody living in your house, ever done a search on how to grow your own marijuana? Have you ever been worried about an alcohol or other addiction within your family? Do you search online for solutions to your rising debt or marriage problems?

It’s all there – just between you and Google.

8. Do you use Google Desktop?

A very handy application that will organize all the files on your PC, also gives Google access to them.

9. Google Reader is an aggregator, capable of reading Atom and RSS feeds online or offline, which is a very practical tool for keeping up to date with your favorite bloggers.

It also lets Google know which blogs you follow regularly, therefore revealing even more of your personal interests and passions, not that they didn’t have enough information on you already!

10. Did you have a terrible time a few months ago when you found out your partner was having an affair and decide to chuck all of their belongings out on the street in a mindless rage?

Oh there they are! A nice constant reminder on Google Street Maps. Hopefully that Google Street Car will be along soon and update the picture of your house.

Should You Really Care?

Most of us probably don’t have much too much to hide… and luckily for those who do, there are enough privacy laws in place for the most part to keep it stored safely on Google’s servers.

Personally I don’t care that Google knows how big my house is or that I sleep in the buff – if it remains private between me an Google. And that’s a big IF. Who knows when your friendly neighborhood hacker or disgruntled Google employee could know more about you… then you?

Read this and make a copy for your files in case you need
to refer to it someday. Maybe we should all take some of his
advice! A corporate attorney sent the following out to the
employees in his company:

1. Do not sign the back of your credit cards.Instead, put
'PHOTO ID REQUIRED.'

2. When you are writing checks to pay on your credit card accounts,
DO NOT put the complete account number on the 'For' line. Instead,
just put the last four numbers. The credit card company
knows the rest of the number, and anyone who might
be handling your check as it passes through all the check
processing channels won't have access to it.

3. Put your work phone # on your checks instead of your
home phone. If you have a PO Box use that instead of your
home address. If you do not have a PO Box, use your work
address. Never have your SS# printed on your checks. (DUH!)

You can add it if it is necessary. But if you have It printed,
anyone can get it.

4. Place the contents of your wallet on a photocopy machine.
Copy both sides of each license, credit card, etc.
You will know what you had in your wallet and all of the account
numbers and phone numbers to call and cancel..
Keep the photocopy in a safe place.

Also carry a photocopy of your passport when you travel
either here or abroad. We've all heard horror stories
about fraud that's committed on us in stealing a Name,
address, Social Security number, credit cards..

Unfortunately, I, an attorney, have first hand knowledge
because my wallet was stolen last month. Within a week, the
thieves ordered an expensive monthly cell phone package,
applied for a VISA credit card, had a credit line approved
to buy a Gateway computer, received a PIN number from DMV to
change my driving record information online, and more..

But here's some critical information to limit the damage
in case this happens to you or someone you know:

5. We have been told we should cancel our credit cards
immediately. But the key is having the toll free numbers
and your card numbers handy so you know whom to call.
Keep those where you can find them.

6.. File a police report immediately in the jurisdiction
where your credit cards, etc., were stolen. This proves to
credit providers you were diligent, and this is a first step
toward an investigation (if there ever is one).

But here's what is perhaps most important of all: (I never
even thought to do this.)

7. Call the 3 national credit reporting organizations
immediately to place a fraud alert on your name and also
call the Social Security fraud line number..
I had never heard of doing that until advised by a bank
that called to tell me an application for credit was made
over the Internet in my name.

The alert means any company that checks your credit knows
your information was stolen, and they have to contact you by
phone to authorize new credit..

By the time I was advised to do this, almost two weeks
after the theft, all the damage had been done. There are
records of all the credit checks initiated by the thieves'
purchases, none of which I knew about before placing the alert.
Since then, no additional damage has been done, and the
thieves threw my wallet away this weekend(someone turned it in).

It seems to have stopped them dead in their tracks..

Now, here are the numbers you always need to contact about
your wallet, if it has been stolen:

1.) Equifax: 1-800-525-6285

2.) Experian (formerly TRW): 1-888-397-3742

3.) Trans Union : 1-800-680 7289

4.) Social Security Administration (fraud line): 1-800-269-0271

To all of my Stonebridge neighbors: Please take photos of the flooding that is affecting our development. Document with pictures how your yards become flooded after heavy rainfall. Drainage in Stonebridge is becoming a serious concern of mine and many others.

I believe that we need to get the city to send someone o...ut to assess the problem and have it resolved. This, at least for my neighbors closest to me (I'm at 937 Limestone Arch) was a problem before the severe flooding we have seen recently.

There are some that believe that if left unchecked, this problem may develop into a major headache for us all. We pay entirely too much for these homes and are taxed far to much to allow that to happen. Please make this an item for discussion for the next Civic league meeting.

Stonebridge Crossing Civic League Is On Twitter

It seems everyone is hooked on Twitter the rapidly growing social networking site. It's the focus of television news, radio talk shows, and numerous print articles.

According to m/Think, Revenue Magazine's online newsletter,

"Twitter's growth has accelerated from 33% in January, to 55% in February and now 131% in March. At a growth rate of 131% a month, literally every single person alive on the planet will have a Twitter account by the end of this year."

That is an amazing growth rate.

Some of you may already use Twitter, but I am sure many are asking "What is it?" The owners say Twitter is a service for friends, family, and co–workers to communicate and stay connected through the exchange of quick, frequent messages called updates, or "tweets".

These "tweets" are no more than 140 characters long and are posted to your Twitter profile, your blog, or sent to your followers via texting or IM and are searchable on Twitter search.

All you need to use Twitter is an internet connection or a mobile phone. After you join and set up an account you can type your first update into the web box. You can search for people by name or user name, import friends from other networks, or invite friends via email.

When you receive Twitter updates from someone, you are following them. When someone receives your updates, you are being followed. Every time they post a new message, it will appear in your Twitter home page. New messages are added to your home page as people post them, so the updates are in real time.

The folks at Twitter say their service is a way to communicate with others by providing quick and frequent answers to the simple question –"what are you doing?". Well, you can probably guess some people do limit themselves to asking their followers that simple question only.

I believe Twitter can be more useful than that. For example, you can develop a group of followers and send one "tweet" to let them know of a schedule or meeting location change instead of sending multiple text messages.

You can use it to maintain a to-do list or send yourself reminders. And because you can twitter via text messaging, it can be useful when you don’t have access to your computer.

At this point, I think Twitter is for those who have too much time on their hands. Personally, I don't think people are that interested in everything I am doing. (I'm looking at your message on my computer screen.) And I'm not all that interested in what they're doing.(They are looking at my message on their computer screen.)

The term for those who use Twitter is "tweeter(s)". I wonder if a more fitting term is NitTwit.

Regardless, I will open an account out of curiosity and see if I can come up with uses other than asking someone what they are doing. I will also explore using Twitter as a business productivity/marketing tool.

Adobe Reader Fix, USPS Rate Increase Info

Well, Ballentine Blvd. is back to normal. I enjoyed the peace and quiet
and not hearing the big trucks hit that bump between Corprew Ave and
Lakebridge Dr.

Here's some important info for those of you who use Adobe Acrobat
and/or Adobe Reader version 9.

You should update to version 9.1 to repair a security vulnerability
that could give control of your PC to hackers.

You can get more details here:

Updates for versions 7 and 8 should be out later this month. In the meantime,
you can remove the the risk by simply disabling JavaScript in Reader.

Here's how: Open Acrobat Reader, then:
Click: Edit -> Preferences -> JavaScript... then uncheck Enable Acrobat JavaScript

That will keep your computer safe from the threat until the update is ready.
I leave JavaScript turned off in Reader all the time. I see no need to enable it.

USPS Rate Increase Info

Here’s everything you need to know.

On May 11, 2009, the U.S. Postal Service will implement a new postage rate
increase for the majority of mail services including First–Class Mail®,
First–Class International®, Postcards and Special Services.

Here is a summary of the USPS 2009 postage rate increase:

The price for one–ounce First–Class™ stamps has increased to $0.44 from $0.42.

On January 18, 2009, the U.S. Postal Service increased pricing for shipping
services by an average of 5 percent.

Prices were adjusted for Express Mail, Priority Mail, Parcel Select,
Parcel Return Service and some international shipping products.

of mail will be at or below the rate of inflation (as measured by the

Greg Underwood, HRT light rail info, a chuckle

A Merry March To All!,

First, congratulations to fellow resident Greg Underwood on his
election to the office of Norfolk Commonwealth's Attorney.
Let's all wish him a successful term in office, and another win
in November when he runs for that office again.

HRT's Light rail construction will greatly impact our community in
the coming weeks. Be prepared to make alternate plans for local travel.

Effective: March 6, 2009

Construction work at the railroad crossing at Ballentine has begun and will continue through April 2009. Construction will occur in two phases:

Phase I: Outside lanes in each direction on Ballentine Blvd. at railroad crossing will be closed beginning February 23, 2009. Light Rail construction will involve the removal of old railroad ties, tracks, and demolition of curbing and concrete along this area.

Phase II: From March 17 through March 27, a full closure of this section of Ballentine Blvd. will allow the contractor to continue with complete removal of tracks, demo of concrete structures, electrical work, grading and the placement of new sub ballast for laying of new track.

A Maintenance of Traffic plan has been approved by City of Norfolk and VDOT for detour of traffic.

Traffic Pattern Changes: Light rail construction will mandate changes to the traffic pattern on Ballentine Blvd.

Interstate 264 on-ramps and off-ramps will remain open to traffic. Traffic will only be allowed to head southbound on Ballentine Blvd.

All northbound traffic will be directed to exit I-264 at Brambleton Avenue.

Any traffic from Va. Beach Blvd. and on the north side of Ballentine will be directed to access I-264 from Brambleton Ave.

Local traffic may also utilize Kimball Terrace to access Brambleton Avenue
to head into Downtown Norfolk area.

Phase III: From March 25 to mid April, the two inside lanes in both directions
on Ballentine Blvd. will be closed to complete work for rail crossing improvements at Ballentine Blvd.

Requests to modify traffic patterns are carefully reviewed so that, to the extent possible, considerations are made to accommodate business needs.

Businesses will be notified of traffic pattern changes with as much notice as possible to ensure notification to employees and customers.

NOTE: SCHEDULE IS SUBJECT TO CHANGE DUE TO WEATHER CONDITIONS

Afr'Fram Fest, Job Links

The news this past week about Afr'Fram Fest being held on the campus
of Norfolk State University took me by surprise. Apparently, this was
so for many residents of the surrounding communities.

The narrow little streets in our surrounding neighborhoods can barely
accomodate the usual daily traffic. Those of us who have had to move
our vehicles so the school bus drivers can pass through our streets
know that is true.

While most of the residents support Afr'Fram Fest and will probably
attend that event, it is clear the parking and crowd logistics were
not too well thought out, initially.

The problem isn't just the impact that a large crowd and massive
vehicular traffic will have on the communities involved, but on
the downtown and outlying areas as well.

Just imagine the traffic from the major arteries of I-64, I-264,
Princess Anne Rd, Va.Beach Blvd, Brambleton Ave., and Park Ave.
trying to feed traffic to the NSU campus.

I am suggesting that the city block off entrance to the surrounding
communities and issue those residents a FREE windshield sticker that
would allow us entry. Non-residents attending the festival could park
at Harbour Park and other city parking facilities and be bussed in to
NSU Campus a la Park & Ride. This idea,too, will require more thought
and planning.

I am again asking those residents who acquire news of events that affect

I have heard on Fox News that the United States Customs and Border Patrol needs to fill 11,000 positions. Some may require relocation, but, you do what you have to do.

They have openings for armed and unarmed security guards for full-time and part-time positions. Check these leads out or pass them on to someone who can use the information.

The U.S. Census Is Hiring Now

Here is some info that may be of interest to everyone.

The U.S. Census Bureau is recruiting temporary
part-time census takers for the 2010 Census. The
pay is good, the hours are flexible, and the work is
close to home.

Every 10 years, The U.S. Census Bureau conducts
a census of our population. The results help
determine your representation in government, as
well as how federal funds are spent in your
community on things like roads, parks, housing,
schools, and public safety. As a census taker,
you'll play a vital role in making sure that everyone
is included.

Census taker jobs are excellent for retirees,
college students, persons who want to work
part-time, persons who are between jobs, or just
about anyone who wants to earn extra money
while performing an important service for their
community.

Conducting the census is a huge undertaking.
Thousands of census takers are needed
to update address lists and conduct interviews
with community residents. Most positions require a
valid driver's license and use of a vehicle.
However, public transportation may be authorized
in certain areas.

Census takers receive competitive pay on a weekly

I hope everyone had a safe and pleasant holiday.

I have made some changes to our blog in order to make it more useful
and entertaining.

First you will notice Google Ads which feature local businesses that
may be of use to us should we need their services.

There is also a Google Search Box at the top of the page for your convienience.

I have added two "gadgets" which I believe will prove to be very useful.

First is "Got Free Cards". Here you can create brief animated free eCards
for almost any occassion or holiday, and send them by email to whomever
you wish. You can even upload photos and sound from your computer to add
to the cards you make. Click on the picture in the box to get started.
this site will open in a new window.

Then, there is "Watch Shows Online" this gadget gives you access to
the webpage of six popular news orgs. ABC, FOX, CWTV, NBC, CBS, and,
Comey Central which is good for catching that Chocolate News broadcast
you may have missed. Sometimes the channel icons in this gadget may not
load right away so just rest your cursor on the empty space and look to the
bottom left of your browser window to see where the link will take you.

When you click the Google Ads you will be taken away from our blog.
So remember to click your browser's back button to return. Also other sites
you go to will have Google Search boxes and ads.
Come back to our site and use the search and ads there.

There are thousands of gadgets available on the internet and I will be
changing ours around for variety unless your feedback dictates otherwise.

Recap of Civic League Meeting and Community Forum

Greetings Fellow SBC Residents,

At Monday's civic league meeting Mr. John James
was elected as our new civic league president.
Congratulations Mr. James.

We were informed by NPD Officer Lewis that new
police recruits will be graduating from the police
academy in mid-November which should result in
more police patrols in our community.

The issue of a sound wall was discussed by Mr.
James. It now appears that there are "right of
way" problems regarding Va.Dominion Power's
accessability to the power lines that run along the
Interstate. More info to come.

After the meeting we attended the Community
Forum held in the fellowship hall downstairs at
Second Calvary Baptist Church.

The forum was well represented by many city
officials who answered questions posed by
members of the surrounding communities.

Many issues were discussed including gang
presence in Norfolk, convicted felons being denied
the right to vote after serving their time, parents
needing to spend more time with their children,
the need for a community center where children
can go to engage in wholesome activities, and
many other topics.

It was asked how we can vote early in Norfolk .
Here, in Norfolk,Va., you may use the Absentee
Ballot voting option by casting your vote at the Voter
Registrar's office located on the 8th floor of the
City Hall building.

Park at the garage on Union St. or any other city
parking facility and bring your parking ticket to the
Registrar's office for validation.

You do not need to provide proof of your reason
for using the absentee ballot, but you must state
why you cannot vote on Nov.4th. For example,
doctor's appointment, medical reason, out of
town, etc. You must also provide identification
such as a driver's license or government ID card.

The registrar personnel are very considerate and
respectful, you will not be interogated, so just go
vote.

You may also vote early at your local Virginia
Department of Motor Vehicles Office (DMV).
Commissioner of the Revenue Sharon McDonald
stated that there is a DMV office at the City
Treasurer's office in City Hall.

According to Norfolk City Councilman Paul Riddick,
you may be better off using your local Voter
Registration Office.

In Virginia you may cast your vote using the
absentee ballot by mail until October 28th.
In person until November 1st.

I encourage you to take advantage of the option
to vote early using the Absentee Ballot as the expected
high voter turnout may affect your individually planned
"window of opportunity" to vote on November 4th.

You will not be the only one who planned to vote
on the way to work, during lunch, or on the way
home from work, but before,or after, picking up
the kids or grand kids.

No matter how you plan to vote, just vote.
Here in Virginia you cannot wear T-shirts, ballcaps,
buttons, etc. that promote a candidate or party.
You will be turned away from the polls unless you
cover or remove those items.

After the Community Forum ended citizens had the
opportunity to Meet and mingle with the various
officials.

I have placed a link to the New Journal and Guide
newspaper in the links column. Free copies were
passed out at the forum. This is a very informative
publication and for $35.00 a year it's also a good value.

NORFOLK

City leaders say that Hampton Roads Transit has failed to inform them about cost overruns for the $232.1 million light-rail system and has not properly explained the project to residents and business owners who will be affected by it.

During a City Council meeting last week in which half a dozen residents voiced frustrations about HRT, Mayor Paul Fraim termed responses to residents from HRT "unacceptable" and "symptomatic of ongoing problems with HRT."

"They just don't get it," he said.

He later tempered his remarks by saying he has since learned more about the issue and "was probably too tough on them."

Councilman Barclay C. Winn said he's been asking for figures on the city's share of the project for seven months. The numbers are scheduled to be presented to the council Monday at its retreat. But as of late Friday, Assistant City Manager Stanley A. Stein said he had not yet gotten updated numbers from HRT.

The city, federal and state governments are combining to pay for the light-rail system, which will extend 7.4 miles from Eastern Virginia Medical Center to the Virginia Beach border. It is scheduled to open in 2010. Norfolk is slated to pay for cost overruns and to subsidize the rail service.

HRT, a regional public body that provides mass transit, primarily bus service, throughout most of Hampton Roads, is overseeing construction of light rail and will operate it. The agency is funded primarily by federal, state and local governments.

City Manager Regina V.K. Williams said the city, not HRT, will be "held accountable by residents and businesses for how the project is managed.

"We're only going to do this once, and we need to get it right," she said.

Councilman W. Randy Wright, a member of the HRT board who led efforts to attract light rail, said he wants to review all future communication between the agency, residents and businesses.

"We can do a better job than we're doing, but I don't want to get into finger-pointing," Wright said. He said some of the angst can be traced to muddied lines between the city, the transit agency and its contractors.

Overall, Wright said, "I think HRT is doing a good job."

Michael Townes, HRT president, bristled at the criticisms. "We are doing this on behalf of the citizens, we're not doing something to them," he said. "I think our efforts have been substantial, yet I'm also one who knows things can improve."

City officials say they have had problems over other issues, too.

Light rail has generated far more scrutiny because it is the largest public infrastructure project in the city's history and will change the lives of residents who live near it.

Many Ingleside residents said they fear that light rail will bring crime, noise, congestion and commercial activity into their neighborhood. They've repeatedly expressed frustration over not getting answers.

Fraim said HRT does a good job running mass transit, and, he assumes, is doing well at managing the construction of light rail.

"Communicating with the public is something they just don't do very well," he said.

City officials said the agency sent a series of letters to Sture Sigfred Jr. and his wife, Barbara Zoby. The family owns and operates four downtown restaurants and owns two others.

HRT needed easements through some of their properties, including a 7-inch stretch along the property line of 456 Fish, an upscale Granby Street eatery.

City officials asked HRT officials to contact the family before writing so they could meet with him to explain what they needed.

HRT sent the letters before meeting with the family, however. As a result, the family thought the agency wanted to condemn one of the restaurants.

"It was a very bureaucratic letter," Williams said. "It was confusing."

Alarmed, Sigfred and Zoby asked for a meeting with Fraim.

"These are issues we shouldn't have to be dealing with," Fraim said.

Wright and Townes said they sent form letters, which are required by federal authorities for acquisition using federal money. After learning of the confusion, they said a cover letter explaining their intent will be sent in the future.

Greg Underwood, a resident of Stonebridge Crossing, an upscale community near Norfolk State University, complained about a response to his request for information on whether there will be a buffer between light rail and his neighborhood.

"We're going to do landscaping and hopefully more out there," Williams said.

"We are right up on people's property out there," she said. She said she's been asking HRT officials "to put yourselves in the shoes of the residents."

The council informally agreed last week to build a berm to shield the neighborhood from noise.

Business owner Howard Forbes was forced to move his ProTime Automotive repair shop from the space he was leasing on Newtown Road to make way for a train station. Delays in the acquisition resulted in Forbes operating two locations, including the new one in Virginia Beach, for several months in order to qualify for relocation assistance.

Although the Norfolk shop closed in July, Forbes has not received a relocation payment despite what he said have been weekly promises from HRT.

"The biggest problem with all this is I spent a ton of money moving this place... and I can't get anything back and I can't get an answer," he said. "It's not been good. I've had sleepless nights."

HRT admitted that getting Forbes his money is taking longer than expected. Tom Holden, HRT's public affairs manager, said Forbes is the first to claim relocation money and delays occurred while the agency set up the new process.

RE: Light Rail Sound Wall – Stonebridge

Dear Mayor, Vice Mayor and Council Members:

My name is Gregory D. Underwood and my wife’s name is Gracie. We live at, and moved to, 3039 South Lakebridge Drive in Norfolk in 2002, and we both work for the city of Norfolk.

I write this letter as a concerned citizen, taxpayer and consumer of goods and services provided by the city of Norfolk.

As such, I would first like to congratulate Councilman Randy Wright and the entire council for your efforts in bringing light rail to Norfolk.

It was like scoring a touchdown for the city.

I write because my property is on the 10-yard line, if not closer to the proposed light rail tracks.

Recently, I was preparing for work one morning and as I was dressing and drinking coffee, I was standing a few feet away from my kitchen window. A construction worked passed by driving a truck where the old tracks used to be. To my surprise he waved at me, and of course, I waved back. It became abundantly clear to me that he could clearly see inside my house.

It is equally obvious that the interior of my home will be visible to anyone riding light rail.

When we moved here several years ago, the builder assured us that the city was going to install a sound barrier/wall to help reduce the noise coming from the highway.

I understood that money from the state was appropriated for such a project and was advised that all other communities that are adjacent to the highway have sound walls.

The sound wall issue has been the subject of much debate at our Stonebridge Civic League meetings.

With the highway at my backdoor and light rail at my doorstep, the city council has a unique opportunity to show its leadership and score another touchdown by addressing our concerns, building a sound barrier, and planting trees between the tracks and the properties of the many resident taxpayers who live along the light rail route.

I invite each of you to visit my home and neighborhood to get a first hand look at what my wife, I and many of my neighbors see in our backyards.

Foot Extraction and Recap of May 19th Meeting

I will begin this post by trying to extract my foot from my mouth.

I made some erroneous comments in my post on May 10th regarding our
city council representatives. I stated Mr. Paul Riddick was not our
representative when, in fact, he is. He represents Ward 4 of which
our community is a part. Daun Hester represents Superward 7.
Ward 4, ours, is in Superward 7.

Ms. Hester informed me at the May 19th meeting that she did not attend
our April 21st meeting because she was not asked.

I sincerely apologize to Mr. Riddick, Ms Hester, and all residents for
the incorrect statements.

Our meeting on May 19th was well attended and very informative.

Norfolk Police Department Officers Lewis and Ball gave contact info and
patrol procedures for our neighborhood and provided tips on keeping our
homes and cars safe from break-ins.

Mr. Richmond Baker stated he wants us to start making our presence known
at city council meetings. More info on organizing this effort will be made
available soon. Please contact him via our email address to inform him of
your interest in participating.

It was pointed out that ours is the only neighborhood in Norfolk along
the interstate that does not have a sound wall. Money was appropriated
for one, but it is no longer there.

Ms. Hester said she will find out where the money went.

Fellow resident Mr. John James informed us that ours is not the only
neighborhood whose landscaping appears to be neglected by the city.
He personally visited other areas and observed that some of them are less
well maintained than ours.

Many residents asked questions and participated in a lively discussion
which helped to make for an interesting and successful meeting.

Our next civic league meeting will be held on June 23th. Please try to

Prepare For Light Rail Construction Coming Soon

Greetings Fellow Residents,

The railroad tracks and wooden rail ties have been removed
from the path of the light rail course.

Those of you whose properties abut or will otherwise be
affected by the coming construction can expect to experience
noise levels and ground vibration far beyond the annoyance
of the traffic on I-264, Ballentine Blvd and the train passings.

This will be especially true when the piles are driven for the
overpass of Ballentine Blvd. You have my sympathy if you are a
"day sleeper" because you work at night.

Those of us who live farthest from the construction should not be
complacent and feel we can rest easy. Just as the sound of the train
can be heard by the residents of Middle Town Arch and the Haynes Tract
homes, so will you hear the piles being driven for the over pass.

Now is the time for you to make your OWN video and photographic
recordings of the interior and exterior walls of your homes and
especially the exterior brick skirting with the date and time
stamped on the recordings.

Focus on where the walls meet the ceiling and floor. You may have to
pull out your furniture, but you may be glad you did if proof of
damage is needed. Get this done BEFORE the piles are driven.

Also, contact the insurers of your homes and get them to do the same.
Don't just call them and express your concerns, write to them and send
your correspondence via registered mail, and keep your receipt.

It is of the utmost importance that you act now on this matter.
The City of Norfolk, HRT, and their contractors will deny any and all
responsibility for damage done to your homes as a result of their
construction activities.

I refer you to Broad Creek Shores and the reconstruction of the
Broad Creek Bridge in the early 2000's and the resultant damage caused
to the homes facing Va. Beach Blvd. in that neighborhood.

Our civic league met on April 21st, and it was well attended by the
residents. Councilman Paul Riddick was there and he is not our city
council representative, Dwight McDowell who was running for our
representative on the city council was there. He did not win the race
for that seat. His opponent, Daun Hester, who IS our representative was
NOT there, yet she handily won another term on the city council.

She is the one to whom we should be expressing our concerns about our
neighborhood issues.
Maybe, one day, she will make time to grace us with her presence and not
just listen, but DO something for our community.

Councilman Riddick made an interesting statement when he said the city
loves "our kind of residents who pay our taxes and don't make our voices
heard" (that was a paraphrase).

He also gave us the meeting schedule for the city council as follows:

First Tuesday: 7:00 p.m. Business meeting, formal docket.
Public can address Council on new business provided they have followed the
sign-up policy.(see below)

Second Tuesday: 2:30 p.m. Business meeting, formal docket.

Guidelines For Speakers

If you wish to address the City Council, you must register to speak.
The City Clerk or an assistant will take down your name, address and the
subject you wish to speak on, including the agenda number if applicable.

Requests to address items not on the agenda are considered new business,
and will be taken up at the conclusion of the agenda.

If you have a complaint or a question about a city government operation
or service, it may be advisable to take it up with the city department
involved or the City Manager's Office (across the hall from the council
chamber) before bringing it to the attention of the council.

If you are with a group of people, you may want to have a spokesperson
present your position to the council and have others in agreement
recognized by standing.

Council will always try to hear everyone who wishes to speak on a subject.
If a previous speaker has stated your position, you may make that known by reference. (for example, "I agree with the position stated by Mr. Jones and
have nothing further to add.")

Speakers are generally limited to one appearance of three minutes, although
council can allow exceptions at its discretion. Please limit your remarks to
the subject under discussion.

When your name is called, please follow these steps:

Come forward to the speaker's lectern. State your name and address.
State your position and give facts and other data.

If you represent a group or organization, ask the others to rise and be
recognized. If you have a written statement, give it and other supportive
material to the City Clerk for the record.

These guidelines are intended to encourage the greatest possible participation
by citizens at council meetings.

Tornado In Suffolk

Our prayers go out to the residents of Suffolk and Driver ,Va. whose communities were devastated by the tornadoes that struck today April 28, 2008.

This can happen to our community as well.

If you'd like to help those in need, you can make a donation with a credit card over the phone by calling 757 539-6645 or by mailing a check to the American Red Cross Suffolk Chapter: 157 North Main St., Suffolk, Va. 23434.

The red cross asks that you do not send clothing or furniture donations. They say the best way to help is to donate money so they can get what they need.

Also, please do not travel to those areas at this time as additional traffic will impede necessary services and there are still live electrical wires exposed and you could put yourself at risk of injury,or death.

Get The Most Out Of Your Tank Of Gas

Here are a few timely tips to help you get the most out of
your gas purchases. These suggestions come from a long time
employee of the Kinder-Morgan Pipeline in San Jose, California.

Only buy or fill up your car or truck in the early morning
when the ground temperature is still cold.

Remember that all service stations have their storage tanks
buried below ground. The colder the ground the more dense the
gasoline, when it gets warmer gasoline expands, so buying in
the afternoon or in the evening....your gallon is not exactly
a gallon.

In the petroleum business, the specific gravity and the temperature
of the gasoline, diesel and jet fuel, ethanol and other petroleum
products plays an important role. A 1-degree rise in temperature
is a big deal for this business. But the service stations do not
have temperature compensation at the pumps.

When you're filling up do not squeeze the trigger of the nozzle
in the fast mode. If you look you will see that the trigger has
three (3) stages: low, middle, and high. In slow mode you should
be pumping on low speed, thereby minimizing the vapors that are
created while you are pumping.

All hoses at the pump have a vapor return. If you are pumping at
the fast rate, some of the liquid that goes to your tank becomes
vapor. Those vapors are being sucked up and back into the under-
ground storage tank so you're getting less worth for your money.

One of the most important tips is to fill up when your gas tank
is HALF FULL. The reason for this is, the more gas you have in
your tank the less air occupying its empty space.

Gasoline evaporates faster than you can imagine. Gasoline storage
tanks have an internal floating roof. This roof serves as zero
clearance between the gas and the atmosphere, so it minimizes the
evaporation. Unlike service stations, here where I work, every
truck that we load is temperature compensated so that every gallon
is actually the exact amount.

Another reminder, if there is a gasoline truck pumping into the
storage tanks when you stop to buy gas, DO NOT fill up--most likely
the gasoline is being stirred up as the gas is being delivered,
and you might pick up some of the dirt that normally settles on the
bottom.

Hopefully, this information will help you get the most out of your
gas dollars in these times of skyrocketing gas prices.

Greetings fellow residents!

Here's hoping everyone has a happy and prosperous new year,
and that you are succesfull in acheiving at least one of the
resolutions you made.

Now is the time to get all of your tax documents together for
filing your returns as early as possible. Try not to be one of
those who drive to the post office at 11:00 p.m. on April 15th.

During the display of your holiday decorations,did you have
the outdoor electrical cords gnawed on by small animals?
Most likely the culprit was a raccoon.

We lost two extention cords and one decoration cord as a result.
On the upside, one raccoon was electrocuted. Check your GFI reset
buttons if you have lost power to an outlet over the holidays.

Please leave a comment regarding this matter so that it can be
determined how pervasive this problem is.

Stay Safe This Holiday Season

This is the time of year crooks and thieves look forward to.
With all the hustle and bustle of running around trying to get
things done we can become distracted and fail to notice our
surroundings. Don't be a victim due to carelessness.

Here are a few tips to help you stay safe.

Try to do your shopping during the daylight hours.

Try to park close to store or mall entrances, and in well lit areas.

Keep your packages in the trunk of your car or hidden from view.

When walking through parking lots, stay alert, look around for any
thing suspicious. Walk with authority. Keep defense sprays at the ready.

Don't dangle handbags from your shoulder. Carry it tucked firmly under
your shoulder. Even better, try not to carry a hand bag at all.
Instead, put your driver's license and credit cards in a front pocket so
your hands will be free.

Be careful when using ATM's. Use those in populated places, but be alert
for suspicious persons hanging around. Avoid using ATM's at night. If you
must go at night, use a well lit ATM that is visible to passing traffic.

Before leaving a store put your cash and credit cards out of sight. Don't
walk out counting your change or putting away your check book or credit
cards.

Lastly, don't forget safety and security in the home. While you are out shopping
burglars may decide to do their shopping in your home.

The City of Norfolk has a Security Survey program wherein Crime Prevention officers
will inspect a residential or commercial property at no cost to the property owner.

Once the inspection is complete the officer will provide a written report that identifies
areas where the owner has done a great job with security, and will make recommendations
on improvements in design elements such as locks, lighting, or landscaping where needed.
